Quests not Collectable

Hi there,
since the last server restart all my toons are unable to turn in any quests.
If i am the only one having this issue, please tell me!

Also, most neutral mobs in starting areas are not attackable ...
and thx for the info, but i cant locate a search button on the forum so i was lazy and did not read all posts

Starting "Neutral" mobs worked fine when I checked now.
