Return of Reckoning

I'm playing with my lvl 40 SH, decided I like the epic t4 chaos bow reward and want to get it,
went to Cultist Begrid to take the quest(as the wiki says) but the npc doesn't offer any quest except
"Rule of Three" which I completed thinking it was a requirement to access annihilation(still nothing).

I know for a fact the greenskins got their t4 epic quest redone since its now the place where
onslaught set its obtained, considering that should I;

1- Report it on github like a normal quest bug?
2- Wait because annihilation is being redone and undergoing changes?

What do?

Always report on bugtracker, worst case we will close your ticket with explanation there .

Works fine for me on dev. You may have too many quests in your ToK.

I did this quest yesterday evening on we and there were no problems with it.
