Wrong forums and usually one sentence as a balance suggestion doesn't make it far.

If you have any Healing stacks it does. It can also be cast on the move. With zero stacks or DPS stacks it casts at normal speed and only heals you.

While logged in type .ab changelist and you will see every class specific change currently in place. Edit: I mean all the changes for the class you are logged in as.
