Trouble with .net framework

Win10 does not have .net 3.5 enabled by default.
a) Press “Windows Logo” + “R” keys on the keyboard.
b) Type “appwiz.cpl” in the “Run” command box and press “ENTER”.
c) In the “Programs and Features” window, click on the link “Turn Windows features on or off”.
d) Check if the “.NET Framework 3.5 (includes .NET 2.0 and 3.0)” option is available in it.
e) If yes, then enable it and then click on “OK”.
So I went through my files and tried this, its not listed in the "Turn windows features on or off" so I tried to re download .Net framework 4.5 (since that's what my computer should be using at baseline with windows 10) however when I go to install it every time it says ".net framework 4.5 is already installed please go to control panel and go to program and features to turn it on." I tried installing the repair tool that didn't seem to do anything. Does anyone have some advice ? I did my best using what information I had I just was wondering if someone more tech savvy may know a solution? Or at least a way to circumvent the issue, I loved this game and I really wanted to try and play it again, so I'd really appreciate it if someone was able to help me out.
Edit: I tried downloading newer versions of the .net framework, both 4.6.1, and 4.6.2 said they installed and then prompted me to restart the computer, however the error still persists. I tried installing 4.7.1 but that's evidently not compatible with my computer. This has to be the most mind boggling thing to me. I tried uninstalling and reinstalling the .net framework, I even tried doing a reset boot. IE dumped everything off my computer and re-installed everything by hand, still nothing. Please help.
Edit#2: I appreciate the responses guys turns out my .net files got corrupted so I needed to do a clean reinstall of windows and that solved the issue. Evidently one of the files got deleted on my .net framework, so it wasn’t showing up any longer, but there were some remaining ones that were preventing the reinstall from going through. It’s an unfortunate solution because it means i gotta reload all my stuff but it does work Incase someone else has the same issue in the future.
