"cannot connect to the login server" Technical Launcher Problem

Tried to login but the launcher keeps saying "Could not connect to the Login Server", with the following error message:
Could not connect to Login server
System.Net.Sockets.SocketException (0x80004005): No connection could be made because the target machine actively refused it 46.105.54.77:8000
at System.Net.Sockets.Socket.Connect(IPAddress[] addresses, Int32 port)
at System.Net.Sockets.Socket.Connect(String host, Int32 port)
at RoRLauncher.Client.Connect()
What does this mean and can i fix it myself?

Yes same, web server is up but login server is down

When i try to log in this shows up

Hi good day all,
Was just wondering was in rvr and then when we locked zone left party and wnt to sc during sc with about8-9 mins left game froze... i then alt f4 and try to relog but get error message
