Return of Reckoning

Greetings,
I was wondering how difficult it would be to reduce the level requirement for setting a last name from 20 to 5 or even removing it all together. I rotate 3 archmages in Tier 1 to continue supporting the new players coming into the game for the first time. While each has a different first name having the same last name helps people recognize me. I did this quite a bit on Live through all 4 tiers and would love to do it again here. Having a requirement of Level 20 means only T4 characters can have last names and my characters will be recycled before that ever happens.
