Cultivating Crit Chance and Special Moment Chance

Does anyone know the base chance for a critical moment, special moment, and critical failure of seeds (i.e. lvl 1, 25, 50, etc)?
The official wiki lists the percent change to increase/decrease the various criticals from soils/waters/nutrients which kind of helps, but doesn't tell the whole story without knowing the base percentages. I also don't even know if the percentages on RoR are the same as live was both for base percentages and/or nutrient percentages.
I'm not fretting over it; I've used pretty much no additives and I've nearly got most of the seeds I want to 200. I just like to min-max and see what percentage chance increases/decreases I can get with minimal gold input.
