Return of Reckoning

Nothing has been changed, logged out of the game, went to st art the game and getting. The application was unable to start correctly (0xc0000022) I have rerun the launcher and run all the command line fixes? What's next redownloading the whole game?

Surely someone has seen this and knows how to fix it, can't play at all. Launcher comes up, Click on Forum and it works, Click on Connect and get the The application was unable to start correctly (0xc0000022) and this is after uninstalling and reinstalling the entire game client and launcher. I did check and both files are enabled. Checked the properties of the folder, gave full control and unchecked read only. Help Please
