Cant learn Unshakable Focus

I have a lvl 14 Shadow Warrior.
I should have learned the Rank 2 Morale Ability "Unshakable Focus" at level 12, but I didnt and dont know why.
Now it appears that I cant.
Has anyone else encountered something similar?

UF was removed from the game on Sept 15.
