Yes you can buy it from merchants. For example in Ostland wc. Its a scroll from same merchant as you buy your mount.

Question is, why would you want to since t2-4 are integrated?

Well geared low ranks with bolster are not much weaker. For the most part it is the match setup and player skill what matters.

Some ppl want to be monsters at lower tiers and to stay there and farm undergeared toons. They dont want exp or rp, they want the feel to be way ahead of rest no matter what and such thing is way easier to be done at lower tiers vs players aiming t4 and not carring for lower tier or ppl learning the class
If u dont think there are such ppl u didnt play enough low bracket scs

Or to try to grind to a decent renown level before leaving t3 so you can grind the xp to 40 and not have your renown fall behind.
