Is there a way to make your camera NOT auto-recenter when you're panning around and let the mouse button go?

Like, I want it to stay stuck panned wherever I leave it until I hit a "reset camera" key (ala DAOC)

Turn off smart follow in general settings. Unless you mean something else...

i believe disabling Smart Follow, as Zealote suggested, is what you're looking for.
