Can't login, help please :(

I get this error when I enter my information at login:
Error starting: System.IO.FileNotFoundException: Could not find file 'C:\Users\RUSS\Desktop\WAR.exe'.
File name: 'C:\Users\RUSS\Desktop\WAR.exe'
at System.IO.__Error.WinIOError(Int32 errorCode, String maybeFullPath)

Also I have everything in the same folder so not sure where else I would put the WAR.exe.
