Launching error

After doing some digging around using the search function.
I came cross a post saying to disable the read-only option.
Problem is my launcher isn't Read Only. I've even had it set to give admin prilv and it still gives the same ever.
So either I am missing something or windows is junk.
And I do not have a Unblock button in properties.
