Is BG currently the only ones who get both? (Sorry, new to RoR)

BG only have Outgoing Heal Debuff ( Soul Killer )... Choppa have both for example ( Cant's Stop Da Chop and No More Helpin' )

WE have an outgoing heal debuff with Kiss of Death, and an incomming heal debuff with Black Lotus Blade.
Same for WH.

No Order classes get both?

100 heal get reduceed to 50 from outgoin HD theen inc get reduced from 50 to 25 for anyone who don't know,. So total of 75%

I dont think many choppas skill the outgoing HD. Incoming is much more important and enough usually. I mean vs pug healer withouot guard and tank peels you'll kill him without it anyways, and in 6v6 its very rare a healer is so bad to get caught by melee train without having focused mind (and thus easy escape) ready to go. A lot of the times if you're on a healer the chosen or BG will knock down, so the outgoing is irrelevant anyways. On non healers its also irrelevant. Also choppa needs to use 2h weapon for it, which is also not optimal.

For the same reasons I dont even think its wise for a BG to spend a tactic slot for the outgoing HDB either.

Outgoin HD is much better in large scale fights in then Inc are. 1 attack will cripple outgoin heal potential for an entire warband. Inc healdebuffs works best when you focus 1 target at the time. And those AoE Inc healdebuff that exist got alot of RNG dependacy which makes em slightly unrelible.

Keep in mind outgoing and incoming both work against a healer if that healer is self healing. The way I understand it, is outgoing heals are all heals being casted by the target and incoming heals are all heals casted on that target. That's why if you can get both on a single healer it completely shuts down their ability to self heal.
