For those who do not know, Tunnelbear is a VPN program to reduce ping between server and client.

I would like to know if there is any restriction between RoR - TBear, since after logging into TBear and logging in the game, the next screen that should present the characters does not login.

I can't see why that would be preventing you from joining? My bro and I have gone through about 5 VPN programs and all have worked a charm.

I tried using TBear, WTFast and others and so far without any success until I gave up completely on VPNs to enhance my ping to the server. I had high hopes as I am logging in from OZ atm and its kinda pain in the ass to play but still fine enough to have some fun ingame. There is another post about Oceanic players looking for VPNs and someone dropped ExpressVPN to be very good, so you might have a look into that. Good luck and let us know if u find one that works!
