is there some kind of launcher, and do i need to patch the game, and if then, how?

This is the launcher and no, you don't need to patch anything:

Make sure you put it in the Warhammer folder, follow teh steps mentioned on the link i provided.

^^^^^ This trips most people up.
As he said the next step is downloading the RoR loader in his link.
Make sure after you download the RoR loader you put those files into the folder that you downloaded the game client into. Once you do that you can use the application to load the client and be routed to RoR servers.
