Is this skill any good, reduces 25% healing aura do any chosen's use this?

Some do, but this doesn't stack with the DPS 50% healdebuff. It's got it's uses, mainly in large ORvR fights where heal debuffs are much less sought after from DPS classes.

if you party with classes which have no heal debuff like 2 sorcs yes or either for aoe wb, unless you get in 1 rare sc with 8 healers on the other side those are the only 2 use. But no is not useless.
