[Slayer] Shatter limb nerf change

SM has whispering wind (WW), equivalent to the original Shatter limbs (SL) in power with an opposing effect:
Cooldown: 20s CD
Effect: 5s CD reduction for group members
Range:100 feet
Zero restrictions -just the stance change, no biggy-

Choppa Chop fasta (CF):
Cooldown: 2minutes CD..SIX times the cd of the similar SM ability
Effect: 5s CD reduction for group members
Range:100 feet
Zero restrictions

Slayer Shatter limbs:
Cooldown: 20s CD
Effect: 5s CD increase for Enemies within 30 feet only
Range:100 feet
Restriction -just a recap on the patch notes-:
- The handling of Shatter Limbs has been changed. It will now increase cooldowns by 1 second for every additional target struck by the ability beyond the second target. A target that successfully defends Shatter Limbs will still be considered for the purpose of this check. Examples:

1-2 targets: no cooldown increase
3 targets: 1s cooldown increase
5 targets: 3s cooldown increase
7+ targets: 5s cooldown increase

This was meant to make SL useless in SCs. Even in zerging it's useless since you're hitting the front line because you need to have SEVEN targets within Guarding range of the slayer -30feet- in order to have its normal effect!
The Whispering winds and Chop fasta have zero restrictions like this.

The logic was that SL is too OP and it's the case on the current CD. What I don't understand is why is whispering wind allowed to exist in it's current state? Just just a buffing "shatter limbs" .

My suggestion to make it fair across the board:
1.Normalize the Cooldown on Shatter limb and Whispering wind to 2minutes like CF and WW. I think it's very unfair to destro to have 2minute CD on this while the SM has 20 sec CD only.

2.Increase the range of Shatter limbs to 100 feet, that way you make it actually useful in WBs. It will be useful in SCs but so what? The chop fasta and whispering wind already have that range. If you increase the CD to 2minutes that will render those abilities less useful in SCs and balances things out.
Regarding the argument that the AOE tree will be effective in SCs, we all know that Inevitable doom will be nerfed, probably after the Giant tree is reworked in order not to render slayers less desirable than other mdps in SCs.

3.For the love of god CHANGE get to da choppa, please! That is the epiphany of **** in the aoe tree for the choppa. Give them something..anything..other than this in order to bring it up to par with the ID -nerfed or not-.

The nerf for the Shatter limbs i Feel is a knee jerk reaction -long in coming- and it went too far.

Declined for failure to follow the format and use of wrong forum. The feedback forum is for discussing changes on the server that didn't go through the balance forum first. Appealing to cooldown reducer effects when discussing cooldown increaser effects is a false comparison.
