Return of Reckoning

I'm having an issues with my launcher,I have tried re-downloading it a couple of times Ive also tried the thing with cmd and no results and i'm wondering how to solve it(Web server is red and login server is yellow)

Have you done everything as the guide says on this page?
Did you check your internet connection? Ok I know you posted this message here but I use my phone. So who knows? I asked.

Yes I have checked my internet connection and I've also did the steps it told me to do and that didn't solve it
