T2 through t4

Here's a crazy idea.
Make access to t2, t3, and t4 all part of the main campaign, Instead of the main campaign being purely about t4.
Back in the day players had to lock a pairing t1, t2, t3, t4 of all of one pairing like all of greenskinz/dwarves to gain access to the city. This is super back in the day.
Why not just get the players interacting from t2 and t3 into the main fight and give us players interacting in t4 the ability to go back down t2 and t3 zones without having to debolster. Everything is bolstered to 40 after tier one in RvR lakes.
Tier 1 stays as is and nothing is changed whats-so ever. You don't have very meaningful abilities to actually contribute till around level 10 anyway.
Players that are sub 40 get bolstered up to level 40 or something like that in all tiers after t1 in RvR lakes.
Example: a player that is level 13 that enters the ostland/troll country RvR zone get bolstered to level 40. You still lack all the abilities of a 40 but your effectiveness of the abilities you have is at 40. Ostland/Troll country is now effectively a t4 zone besides the pve content. Players that are level 40 that wonder into the pve zone that are RvR flagged still get chickened. Players that are 40 in ostland/troll country can participate only in the RvR zones when RvR flagged.
There is no more debolstering only bolstering in the game.
This is purely from ORvR perspective and SC's wouldn't be affected.
OR... just make t3 part of the t4 campaign also and leave out t2 and t1. Combine t1 and t2 to be the same pairing for ORvR and t3 and t4 combined.
I'm sure there are flaws with what I stated but it could be fun. I'd love to go back down to t3 on my level 40 toons, but I'd only want to due that if t3 is active.
