Blade of Ruin, Nerfed or Bugged?

I'm asking because it seems to be dealing its damage over a 15s duration instead of the 10s the tooltip says. I'd also like to ask if it was nerfed, why? BG's don't really do great dmg and are considered by the overall community to be the worst tank.

Dealt with. Since it's crap, I've changed it to 8 seconds duration rather than the tooltip's 10.

Identified a second issue with Blade of Ruin and in general. Parrying your Guard is not recognised by the server as valid for a "Requires Parry" skill.
