Connection issues.

I have a bit of an odd case when it comes to connecting to the server. I am running on a phone tether for my internet. I double checked to make sure the game runs at a friends house and that runs fine . So I am wondering if anyone has this problem and if there was a work around. Or do I need to try a VPN and see if that works.
