unauthorized access exception

Error starting: System.UnauthorizedAccessException: Access to the path 'C:\Users\David\Downloads\Warhammer Online - Age of Reckoning\WAR.exe' is denied.

First off, I've looked everywhere for a fix for this and found nothing. I am running in the launcher in admin, and the launcher is in the folder with the .exe and I downloaded WAR before and didn't have this issue... Could this be a windows 10 issue because I am using that OS.
