First off, I've looked everywhere for a fix for this and found nothing. I am running in the launcher in admin, and the launcher is in the folder with the .exe and I downloaded WAR before and didn't have this issue... Could this be a windows 10 issue because I am using that OS.

Are you really sure you looked everywhere? Because the good ol Stickies here show you the most common errors, which yours is a part of..
