Pre r11 (Tier 1) Shoulder skins cant be used for Transmog?

Hi there. I've noticed that you cannot aquire any shoulder skin from Tier 1 that allows you to transmog them over another shoulder skin. Playing a BW alt at the moment and I'm trying to recreate this look. The T1 shoulders are the only ones which maintain the propper sleeveless look.
Ive noticed there are some items which are invisible (have no armor skin). If anyone knows any from ques rewards or PQs, let me know.
