Debolstering philosophy/questions

Just a couple of quick questions about debolstering:
1. The ingame explanation says that to debolster to t3 you can't have any gear equipped over level 28. Is that intended to force people debolstering to T3 to not use the devastator set? It seems odd that debolstering forces you to play significantly under the power potential of the tier. You already have a lower renown and mastery point cap than the top of the tier. Maybe this is the design philosophy for debolstering? It seems odd though given that debolstering to t2 you can still use full Obliterator and debolstering to T1 you can still use full decimator.
2. Do you still gain influence while debolstered? I have heard conflicting answers about this.
