Being used by another pocess

I logged off for dinner a few days ago, came back to log in and get:
Error starting: System.IO.IOException: The process cannot access the file 'E:\Warhammer Online - Age of Reckoning\WAR.exe' because it is being used by another process.

at System.IO.FileStream.Init(String path, FileMode mode, FileAccess access, Int32 rights, Boolean useRights, FileShare share, Int32 bufferSize, FileOptions options, SECURITY_ATTRIBUTES secAttrs, String msgPath, Boolean bFromProxy, Boolean useLongPath, Boolean checkHost)
at System.IO.FileStream..ctor(String path, FileMode mode, FileAccess access, FileShare share, Int32 bufferSize, FileOptions options, String msgPath, Boolean bFromProxy)

at RoRLauncher.Client.patchExe()

as an error message.
I have since restarted my PC, searched forum after forum for a solution and reinstalled the game.
Stuff and things have their 'read only' boxes unchecked, more things are being ran as Administrator.
ROR launcher can be the very first thing I do when I turn of le PC, but nothing changes.
Please help me, I'm going nuts(er)
