Emblem quartermaster (weapons) location?

I can't seem to locate this NPC anywhere. I remember they used to be in each city but can't for the life of me find it.
which side?
Destro Emblem (SC weapons) are at the south side of the Middle area of the Apex.
Order's is just in front of the guild hall area , sort of underground where the other merchants are.
T1 Merchants are in each Warcamp though
