if your lucky you can get them by killing enemy npcs or enemy players

almost every monster/ humanoid mob drops gear/weapons so just keep doing your quests or do one of the Public Quests. those public quest rewards (bags) will either give you materials for crafting, silver and/or even gear for your class if you are lucky.

+ when you keep doing the PQs the rewards you'll get is for your class anyway, so press K(tome of knowledge) look at the chapter PQ you are currently at and check its rewards, you might be in luck and get that item you wanted.
