Return of Reckoning

Hello all,
There is one question i ask me for a long time :
Why rapid fire can't be used while runing ?

the text of the skill said :
"You move with blinding speed as you quickly fire several shoots at your target ....."

Because it's your arms that are moving quickly, not your legs.
