Choppa tactic problem

Atl lvl 15 game give me a "dont wanna live forever'' tactic. But tactic icon is red.
At renown master in career window i see lvl 15 "dont hate da choppa" tactic, but now i lvl 18 and still dont have dat tactic. how fix it?
