What is the BiS Shield at 35?

Just wondering whether the SC shields with their 2% block are still bis with all the new gear

There is the eternal shields, which got 42 toughness and 2% block.
Their blockrate is a bit higher, but they do not have a talisman slot.

Boundless. Hands down:
- High Block Rating (Aka more Block chance)
- Higher ilvl AND higher quality than other shields (Aka higher stat budget)
It beats the level 29 SC shield, the ORvR-Influence shields, the Epic-Quest shield, and the Eternal shield.
