Slow torrent speeds

Hello i am trying to torrent the game but the speeds that i am getting in Utorrent are no where near the speeds i should be getting, is there a problem with the server or something at the moment? Utorrent says i am downloading at 47.1 kB/s and dropping down to 20 kB/s but on speed test i am getting around 500mB up AND down, is there a problem?
