Return of Reckoning

Does anybody have a definitive answer to when they are allocated? I've read a few difference explanations.

This seems most likely but would be nice to get confirmation:

1 point at levels 11, 13, 15, 17, 19
1 point at every level 21 - 40
1 points at RR40, RR50, RR60 and RR70

So a total of 29?
