Order Plague Rats Not Spawning?

The Plague Rat mobs for Order have been permenantly dead for a few days now, is anything being done about it?

If it were added to the bugtracker, you would see much faster resolution.
The spawns were probably removed by an overzealous cleaner.

Maybe, just maybe, no need to return the rats back? Why to promote power leveling on mobs?
Pvp gives enough xp. When I was leveling through t2 it felt like even too much xp, because I wanted to enjoy the tier longer but it was like: Took a BO? +10% xp bar. A successful sige? Puff! - you got a new level.
