WB/Only magnet?
Generally speaking yes. For WB's magnet is the best spec right now. But if you got a lot of magnet engi's, napalm is also an option, especially if you are in an unhealed group.
ST is not awful but there are a lot of places where you can't make good use of it, and to be honest on open field standing still for a 3s snipe is not always optional in a quick paced fight.
