If I max out my character, can I still play in lower level tier RvR area with my friends, or do I have to lock my xp (if that is possible I'm new) ?

You can't, you will be turned to chicken when accessing low tier RvR zone. And there's no Xp-switch in RoR. You can still create another char and lvl up with your friends.

So my next questions is, is there enough players in the latest RvR area to have fun ?

yes T3 often have 3 v 3 WBs running more than enough ppl to have fun with!!
