Haha, just've thought exact same thing seeing the online
If they are new accounts it can be connected with recent Sunwell closure (private wow server). People search for new servers/games.
Edit. shows 1004/1000 but it can happen it will throw a message: "Your realm is full!" and you won't be able to enter, so now when your client crashes might happen someone will take your spot and you won't be able to reenter

I gave it a try, went in circles.
Come play! -> but there's no players during my primetime -> so come play anyway, to attract more! -> but there's no players.
It's not done -> were fixing things every day! -> it was all imbalanced anyway -> well be doing balance changes later, once we're closer to being done -> but it's not done yet.
