I can not end Training Course in Tier 1. After talking with Elsa Schmidt, talk to the Officer and nothing happens ... do I do ?

You necessarily don't need the quest to continue on, you can skip over it. Some of the quests are bugged. You can open a bug tracker report. I would continue on for now and do other PvE and RvR quests.
