Max, I do not want to call into question your work, but it wouldnt be better to first tune T1 empire and then opening additional zones?
PvE in empire dont work, you should focus on public quests there..imho

Empire tier 1 is actually already up and running, and pretty damn good. Could it use a lot more loving and have RvR working better..sure. There is so much to do that If they polished every tier to perfection you would be a great grandfather or dead before you see tier 4.

Well, as the Empire vs Chaos zones don't work 100% it would help players level by another T1 zone to help them level.
