There should be no Restrictions on what jewel can go to what slot. And im not a huge fan of Getting 85 wounds In 1 Jewelry, which means you can skip wounds buff from sets all together. If there was gear even close to that in PvP i would be much more okay with it. Rare Fortune is the only Set dropping from random mobs that has ever been added in RoR.
There Should obviously be Rare Destiny etc PvP equivalent of this. There should be New RR influence Items added, when you ding full inf and take items, you reset the inf and new Items from rank 40-40-60rr - New Universal gearset for Tanks/Mdps/RangeDps/Healer.
How to do Universal sets/items right? AoR actually did it right(if it has to be done, universal sets instead of tailored to each spesifik class) Here is one version of what Warpforged both offensive/Defensive sets had for all tanks. And every tank would benefit from every single stat and bonus!

-2 piece - On Being Hit: 10% chance to increase Fortitude by 220 for 10 seconds.
-4 piece - On Being Hit: 10% chance to Heal yourself for 1025 health over the next 5 seconds.
-5 piece - 2m cool down - Your group becomes immune to Stagger, Knockdown, Root and Knockback effects for 5 seconds.
Warpforged (Offensive)
Str - 374
WS - 228
Tou - 212
Wou - 178
8% melee crit chance
120 melee power
8% reduced chance to be parried
4 AP per second
6% parry
10% critical damage
Set Bonuses
2 piece - On Hit: 10% chance to reduce the next two heals on the target within 10 seconds by 662.
4 piece - On Hit: 10% chance to increase Melee Power by 220 for 10 seconds.
5 piece - 2m cool down - Nearby allies have their movement speed increased by 60% for 10 seconds.
Also here is old screenshots from RoR/AoR Set bonuses etc. Like 25g for jewelry with 2% Crit, no renown rank needed either.
