Is the Destruction RvR quest named Relentless Siege?

I dont have it in my Tome and Arnorr Seven-Struck doesnt have any quest for me.

I seem to be having an issue starting the main questline for destro. I'm lvl 40, and Champion Bjornir doesn't have a quest to give me, nor can I talk to him. I traveled to highpass thinking maybe I had taken the quest at some point and forgotten about it, but the portal sorceress has nothing to say, and no one inside the cavern would speak to me either. Have I gotten some kind of bug or am I just missing something?

Now,you dod not mention to have spoken to the "nurgle" Marauder guy in highpass, so guess you missed that part.

Maybe I have, is he just in the camp you fly into?

Yes...has an impressive nurgle helmet if I recall correctly...and the rest looks like a marauder.
As on order side you take the quest at IC...then go to t3 and first talk to that kind of "citizen", then to a mage,then go to protal,then talk to the first quest giver inside.
