Maybe a penalty is to harsh, but there must be a downside for voting in sc that are not a total stomp.

in my opinion the downside is already given by not being able to get more crests or scores to get at least 1 or 2 more crests in ratings. Winning side still gets more by final score. Always. Your precious time will always be more rewarded when other people surrender.
"Abuse" is kind of hard to track as people seem to be overwhelmed with mechanics, guard, assist but also picking victims (seen so many dps with fluff aoe while targeting tanks), basic group play and other stuff often.
Other suggests i understand but don't see a way to implement something without adding superfluous complexity. When you add score or kill difference additional to timer you need to surrender minimum 90 % won't understand and complain.

to big score/kill difference -> surrender is auto-triggered, no player interaction

The team doing 30:0 kills might have more fun and no feeling of "losing". They get plenty crest drops from kills and more renown despite losing on paper.
Dying is no option.
