A step in the right direction, but I still think the 10% block should be a passive effect of the shield and there should be no need to waste time and actionpoints to gain some block rate.
Let's compare what the different weapon combinations offer (for Warrior Priests):
- 1h + book: RF regeneration (invaluable for every salv-spec cast-healer)
- 2h hammer: higher ability damage, 10% strikethrough, bigger & more reliable melee heals, massively higher autoattack damage
- 1h + shield: 1% block
(EDIT: now also has some strikethrough, see below)
Using a 1h + shield clearly feels like getting the short end of the stick.
Sure, you can argue about how it allows you to use some supposedly powerful abilities that "requires Shield", and that should be reason enough to use it. But at the same I can argue how using 2h-hammer allows you to use other powerful abilities that "requires Great Weapon" (for example Soulfire, Sigmar's Wrath, Unstoppable Wrath, Hammer of Sigmar).
So, please explain me why shields have to be so weak (for WP/DoK).

This is a very interesting change. Congratulations to whoever had this idea.
This is gonna help when dealing with high-armored targets. Since we lack armor debuff this is important. I often used Divine Assault (spirit damage) as a damage tool against ultra-defensive tanks. Can't kill them, of course, but this way I could at least contribute
some damage to my teams assist train.
Even grace spec WP will now have a reason to use Divine Strike sometimes over the otherwise clearly better Sigmar's Radiance skill.
