Fact is, orders, for some reasons, have access to double debuff, that is broken anytime. Like for SM.
Do you want a shifting meta? Ok, give to destro some double debuff

I think you spelled "auto detaunt" wrong. Hell I see a lot of squigs running it nowadays because it's better than any defensive gear you could ever slot.

There is no reason why Blorc and SH conq buff should not stack. That is 180 or whatever right there. So, that would get removed too.

Again, if a single tactic on a single character dictates the entire meta then there's something wrong with the balance.
Wake up it's not the tactic! Tactic was always there and no one ever noticed it's existence. It wasn't even acceptable for a group to have a sw just for this tactic, it never gave any huge advantage. But Conq proc did that since everyone is whining now

A lot of things changed here from live. You can’t ignore that fact. Maybe in a RR100 top gear environment such things don’t hurt.

Not entirely, I'm against any stackable initiative debuff that's only available to one side be it conq proc or not.

Well, technically the reason is that they are both abilities.
