I disagree. You should not balance PvP around PUG/solo play, but several people do PvE because they like it, or simply for leveling up (either by doing quests or grinding mobs). A change like this would make it really hard for them to solo (again, not talking about PvP). The only viable way for them to do PvE would be with a healer friend.

Exactly my thoughts, I, for example, could plough through the rats in the event dungeon on my slayer with an ease, but on my BW I could take 1-2 at a time max with having to rest and wait quite some time just to regain HP. And now would have to chug even more potions?

Well, you don't have anything for FM, you dealing damage with annihilate, flaming breathe, scorched earth and RoF, so FM doesn't give anything here, but RnD could add nice amount of damage to your outpur.

All of those things require you to be in melee range which even with a guard isn't always an option. And FB @ 1.5 sec is doing way more dps than any of things granted you are freecasting. FB is still a bread and butter ability for bomb wizards because of flash fire as well.

Well, personally i don't have time to do FBs in the middle of the zerg, cause you must just upload everything you have to the one point on the ground, and you have to do it in step with other BW in your WB, and you can't tell what targets exactly will be hit with yopur FB, so you just burn everything
around you

Do you not run flashfire? It's the greatest things ever for large scale fights. There are always tanks using HtL and you can easily get those insta cast FB's off almost every spell cast.

Maybe cap comb/dm at 15% crit instead of 35. I always tought that number was pretty high considering how high characters chance to be crit is by default.
so 5-7-10-12-15.
