Problem lies in the field of gearing up toons. Not sure if possible but in ideal world (not considering any manpower) crests earned from cities should of course be account wide due to the random nature or cities popping in 4 am.
Only then people will easily swap to any toon according to realm needs and group up properly. And still get their sov on wh/engi/dps am or whatever.
Also, 2-2-2 is not the only possible format of what this game has to offer. 1-3-2 may work as well in many cases and be just as fun (or even more) as proper 2-2-2 comp.

better give everyone sov sets so no inbalance can occur huh?
