I'm just all for progress. Increasing the level cap will bring more progress to the alpha and get us closer to T2. If T2 isn't far away then maybe suck it up for a few more weeks, get the wipe, and move on. Losing items after server restarts sucks but it's part of the Alpha. Some people of course will leave which is why i think Aza feels like doing something about it. If the cap gets increased to level 15, so be it. I don't care if you increase it to 13, as long as we're moving forward and have some new toys to play with.

On the bolster buff:
Azarael has fixed it on his server, so a lowie char in green gear equal to his level will be competitive to a max. level char in green gear (stat wise). Once the fixed bolster is pushed on the live server, they won't be the easy cannon fodder anymore like now.
As there are no renown abilities yet, the major difference to max. level will be additional abilities (if the lowie chars don't run around in white starter gear...).

All your points are valid for r40 rr80 chars as well, as it is only a matter of time to become max rank. You could have newbies, who don't play like retarded, who ask for help and learn fast. Furthermore you should be aware that the vast majority of players here played WAR at some point and aren't totally inexperienced but my confidence in this fact is sinking as the thread continues.
You have absolutely no clue what rank 26 chars can do in T3. I just have to look in my screenshot collection to see that.

Soo even if lvl 14 cap will be implemented it must be rolled back to normal after T2 goes live. So whats the point, just wait for T2.

No, it is not obvious unless you enter rvr naked. Rank 15 were not facerolling Rank 10 on live server and they won't do it here. How about ranks 5-8 ? You know you don't have exploits now to level up faster like before. There is no T2 so all lvl 14 will be permanently running in T1 wrecking all who don't have gear of their level.
