To use it to any effectiveness you need a very specific party build including choppa, zelaot and sorc (preferably 2), spec into it and buy tactics. It is part of WB build as you wont use it in a party. And it was every 2 minutes and you can disrupt it. Where was the problem?

And wow it is working only for 10 seconds, but every minute, but it doesnt create equal pressure on the healers.

And yes, I will always compare it to something else as this is the only way how can you judge effectiveness (or lack) of something. Stand alone looking at any skill is irrelevant. You always need to compare.

I mean, spamming single target skill surely should be better when dealing with huge numbers of enemies and it's not like there are whole spec trees based around aoe. Really makes you think.

Afaik I did not wrote about aoe skills in general.
Try to read more carefully next time. ;)

Yes...? Classes that can do that are brought into organized bombing warbands. Classes that cannot do it are mostly not invited to such warbands unless they provide/fill some other special niche.
Movement is what decides battles, so being able to spam/do your rotation of AoE skills on the move matters. Sometimes you stand 2-3 sec to cast some channeled ability, but then you keep moving.

Sorc+Choppa combo was a rare sight anyway, required the planets to align to work in the first place. Now that combo is dead. Sorc gets to stay even further away from BW bomb potential. :(

Exactly that, move all DD morale to M4 only and that would resolve a lot of problems and even then make them channelled like raze!
