The Fellblade was so powerful Skavens didn't want to use it themselves. Also, just as planned.

id say ogres wont be a playable faction, wont make much sense to make a creature that is as strong as several men and carry around cannons as a playable faction, a bit unfair actually. a 'mercenary' faction may be better, some mercs are more unscrupulous than others, and will serve even the worst for some money, and since the common 'theme' of the 3rd faction seems to be opportunism, skaven, vamps/undead/necromancers and mercs seems like a good mix of opportunistic races for a 3rd faction, with all of them having some form of pre-existsing models ingame already (human and skaven already being ingame)
