I suggest to remove the respec fees because it is like a roadblock for debolster and you less likely experiment with your char and different specs.
Am in t2/3, was gonig to debolster tonight into T1 and the respec fee is the reason i didnt.
The best way to get xp in t2/3 is camping BO champs.
Edite: And if your bringing xp back. You should bring Renown with it. When i twas active i think i reached t4 rank31 with about 25rr.

Don't agree, If it is brought back low Renown should be the penalty for power leveling. No need for free RR, have to work for something

debolster already exists in the game... and people want to play end game (t4) . Simply, direct the supply lines to avelorn instead of caledor...(for example) during dead hours , and lock t4 til prime hours. Interesting scenery for t4 players and solves lonely t3 players.

I'm curious to know what times are dead in T2/3 nowadays. NA prime time used to be dead in those tiers until the merge but now it's hopping pretty much every night for the past couple weeks. Granted, I am not referring to SCs only orvr. So are there actually dead time frames (other than that sweet spot between when the NA ppl go to bed and the Asian/Eastern EU crowd starts logging in, of course) or is it more that the people who say it's dead aren't even playing in the merged tier and haven't stepped foot into T3 in months? Because I'm just not seeing this huge dead time everyone keeps talking about.

Well, I think that maybe it's the lack of guilds in T2/T3 that makes the rvr experience less entertaining. I don't know, maybe bolster in some way (via forum or even ingame) the aggregation of the people.
It would be cool if more guilds would recruit "newbie" players, and not requiring only limited classes and rank 40 (or 32+ if lucky).
Sincerly I don't know how to make T2/T3 rvr more appealing to guilds (even T4 guilds).

Your friends may have been slightly over-exaggerating. They do not currently grant 10 levels.
